SEDP-CRC – Southeastern District Police
Community Relations Council
Mon., July 7, 2008

Attendees: This meeting is open to all residents and business owners of the Southeastern District, but is not limited just the Southeastern District, any interested party may attend.  
Mission Statement: To build a positive working relationship between the Southeastern District Community and the police who work in our district.
Functions include: The Council serves as a multi-functional liaison for the community‚s residents and business owners and the Southeastern police.
Reminder: For the safety of our attendees, please do not give addresses for specific locations during the public meeting. If you have an issue with a specific location or individual and you wish to discuss this with

The SEDP-CRC Fund Raisers are to help offset the costs of administrative fees, which can include parking fees, printer costs, ink, mailing, P.O. Box, our web site, etc., Our event also support Thanksgiving pies for our SE police, food baskets, toys, books for our families in the SE for the Christmas holiday, Christmas luncheon, breakfast and lunch for our SE police and improvements to the station house. We are a long way off but you can help!

Your support is needed and this can be fun and a great way to network and make a stronger district.

Donations can also be accepted - the organization's tax ID is available as requested at time of donation. Monetary Donations are also accepted ˆ receipt given with 501© number. If you would like a receipt for your taxes next year, please see Melissa Techentin  

Following our guest speaker, our Major will so address the "State of the District". This will include the middle school children issues in Canton and the Highlandtown area.

Additionally, representation will be present from the offices of Delegate Pete Hammen, President City Council Stephanie Rawlings-Blake, Councilman Jim Kraft, Mayor‚s Office of Neighborhoods, Baltimore City School Police, School Police Chief Marshall Goodwin. Principle of Patterson High School

The principles of Highlandtown Elementary, Lombard Middle School, Canton Middle have been invited as well.

Major Roper is a graduate of LaSalle University (B.S.), and the Johns Hopkins University (M.S.).  

Scott Roper joined the Baltimore Police Department in 1991.  He has been assigned to the Central and Northwestern Districts.  His assignments have included patrol, community relations and administration.  He was assigned as a Lieutenant to the Communications Section in 2004 and promoted to the rank of Major in 2007, where he remains as Director of Communications.  He is responsible for daily operation of the department's Emergency Communications Center, which includes 911 and Police Dispatch.

Major Roper has received numerous awards and recognitions during his career, including the department's Life Saving Award for his actions during the 1999 fire at the Charles Towers apartment building.  He has been recognized for his work in developing many community-based crime-fighting strategies, including Operation Crime Watch, a citywide strategy to form block watch and citizens on patrol groups.  He was a nominee for the Baltimore Sun's Police Officer of the Year in 2004.

Donations needed for theme baskets for fundraiser

The SE Distinct Police are asking for any information that you have concerning the location of dirt bikes in our neighborhoods. Information that is needed:

  • Address(s) of where dirt bikes are seen either in a person's yard or parked outside home or business.
  • If you see them driven on a regular basis in various areas, please provide the approximate time(s) and location (s).
  • Although, the police continue to follow a policy not to pursue a person who is seen riding on a dirt bike, it would help greatly if they know the location of where they are seen so alternate methods can be applied. Dirt bikes can be confiscated because they are illegal to drive in Baltimore City.

To order to handle this project efficiently, please forward me any information email or hand in at the meetings that you may have and I will pass it on to our Lieutenant in command of this incentive.

Lt. Darryl Desousa will hold the monthly meeting to discuss crime trends
(Lt. Anthony (Tony) Brown has been promoted to Deputy Major and he was transferred to the SW District.
Lt. Darryl Desousa has been promoted to take Lt. Brown's place. and other issues impacting the southeast district. )
The meeting is held in English and Spanish
in the hopes of bringing more Latinos into the crime-reporting fold,
but the issues discussed concern all southeast residents.
