Attendees: This meeting is open to all residents and business owners of the Southeastern District, but is not limited just the Southeastern District, any interested party may attend. 
Mission Statement: To build a positive working relationship between the Southeastern District Community and the police who work in our district.
Functions include: The Council serves as a multi-functional liaison for the community’s residents and business owners and the Southeastern police.
Reminder: For the safety of our attendees, please do not give addresses for specific locations during the public meeting. If you have an issue with a specific location or individual and you wish to discuss please meet with an officer privately.
Please continue to report, gang tags, and complaints.

The SEDP-CRC Fund Raisers are to help offset the costs of administrative fees, which can include parking fees, printer costs, ink, mailing, P.O. Box, our web site, etc., Our event also support Thanksgiving pies for our SE police, food baskets, toys, books for our families in the SE for the Christmas holiday, Christmas luncheon, breakfast and lunch for our SE police and improvements to the station house. We are a long way off but you can help!

Your support is needed and this can be fun and a great way to network and make a stronger district.

Part Three: Information on Street Gangs
Arthur K. Wynn Jr. Director of Gang Investigators for the Maryland Office of the Attorney General

Art Wynn serves as the Director of Gang Investigators for the Maryland Office of the Attorney General. He is the former Chief of Crime Prevention and Public Safety for the Office of the State’s Attorney for Baltimore City. Art is a certified gang specialist through the New York Gang Investigators Association and the Virginia Gang Investigators Association. He is a certified Gang Resistance Intervention Prevention and Education Facilitator (GRIPE) through East Coast Gang Investigators Association. He is a certified MS 13 Facilitator, Key to Successful Schools, and a certified Crime Prevention Specialist for Hampton Road Criminal Justice Academy, Hampton, Virginia. In addition to his employment, Art is the Baltimore-Metropolitan Regional Director for the Mid-Atlantic Regional Gang Investigators Network. He is also responsible for training and community outreach for the entire network which includes Northern Virginia, the District of Columbia, and Maryland. He is a Board Member of the Pennsylvania Gang Investigators Association, an Advisory Board Member of the New York Gang Investigators Association and a Co-Chair of Training for World Wide Gang Conference, National Alliance of Gang Investigators Association. Art also chairs the FBI National Gang Intelligence Center Gang Work Group. Art coordinates basic and advance gang training for law enforcement and correctional officers for the Maryland Police Correction and Training Commission, DEA-Federal Law Enforcement Analyst Training School, the University of Maryland Medical Systems, and the Johns Hopkins Hospital. Art holds a Bachelor of Science Degree in Music Education from Norfolk State University, a Master’s Degree in Elementary Education from Hampton University, and a Master’s Degree in School Leadership from Goucher College. Art has also completed the Federal Law Enforcement Analyst Training School with the Department of Justice, Leadership School with the Police and Correctional Training Commission, the Proactive Gang Identification, Intelligence, Interdiction and Investigations with the East Brunswick Police Training Academy in New Jersey, the Advance Gang Investigations with the Bureau of Justice Assistance, and the Advance Gang Training and Investigations, Law & Public Safety Institute in Bergen County, New Jersey.

Donations needed for theme baskets for fundraiser

The SE Distinct Police are asking for any information that you have concerning the location of dirt bikes in our neighborhoods. Information that is needed:

  • Address(s) of where dirt bikes are seen either in a person's yard or parked outside home or business.
  • If you see them driven on a regular basis in various areas, please provide the approximate time(s) and location (s).
  • Although, the police continue to follow a policy not to pursue a person who is seen riding on a dirt bike, it would help greatly if they know the location of where they are seen so alternate methods can be applied. Dirt bikes can be confiscated because they are illegal to drive in Baltimore City.

To order to handle this project efficiently, please forward me any information email or hand in at the meetings that you may have and I will pass it on to our Lieutenant in command of this incentive.
