PAL (Police Athletic League)

Sgt. Vaughn is with the Baltimore City Police Department and he runs the PAL centers - PAL stands for Police Athletic League. This organizations does not have a running budget and they work off of donations and grants. Baltimore City Police Department does not have funding for this program, but they do accept the generosity of the community.

Mission and Goals

The mission of the Baltimore Police Athletic League is to reduce juvenile involved crime and victimization by allowing young people to interact with police officers in a positive setting, while participating in constructive alternatives to antisocial behavior and boredom.

PAL's after school and summer activities are run by Baltimore City Police Officers, Community Service Officers, parents and volunteers. These adults, serving as role models and mentors, work to create a "healthy" atmosphere that fosters trust and mutual respect between youth and adult authority figures. Young people learn, integrity, responsibility, citizenship and teamwork.
Collaborative partnerships with other organizations, businesses and community groups strengthen PAL's programs and its relationship with neighborhoods we serve. ] The programs four components - academic enrichment, character development, arts and cultural activities, physical activities, - must be present in the overall plan for every PAL center. However, PAL recognized that each center exists in its own community with diverse characteristics. As a result, each center has considerable latitude in planning and implementing programs and activities that meet the needs and interests of the particular activities, the program's centerpiece is character development and to academic enrichment.

Expected Outcome

In the short term, PAL expects to:

  • Foster an atmosphere of trust between youth and the Police Department
  • Attract an additional 3,000 youth into highly structured academic and recreational activities
  • Create safe-havens for children and youth
  • Positive discipline and positive role models
  • Improve the quality of life in city neighborhoods by directly impacting youth
  • In the long term, PAL expects to:
    • Reduce the rates of juvenile crime and victimization
    • Develop positive, productive adults
    • Institute lifelong respect and partnerships amount youth, authority figures, and community institution.
  • Conclusion
  • Children and teens need positive alternatives and support. They need to feel part of a community that nurtures its youth people and strive to keep them "safe and sound". PAL's programs provide not only a "safe havens", but also opportunities for youth to participate in a wide variety of academic, cultural, and physical activities.
  • PAL's programs are designed to enhance educational experience and help young people acquire the skills they will need to the make good life decisions. Exemplary role models and positive relationships with police officers and other caring adults will help these young people develop the self-esteem and values needed to become successful adults and good citizens of Baltimore City.
